Frank Stratton
Frank Stratton brings over three decades of dedicated service and leadership in the public sector and risk pooling industry. Currently serving as the Executive Director of Special Districts Insurance Services (SDIS) and its parent organization, the Special Districts Association of Oregon (SDAO), Frank has been a driving force in advocating for and supporting Oregon's special districts.
Since joining SDAO in 1985, Frank has played a pivotal role in shaping the association's direction and impact. Under his leadership, SDAO has become a powerful voice at the Oregon Legislature, providing advocacy, training, and resources to over 900 special service districts. His strategic vision and commitment to collaborative leadership have strengthened the association’s ability to deliver cost-effective and efficient public services to the people of Oregon.
Frank's innovative approach is exemplified by the development of the Public Safety Employee Assistance Program (EAP). Launched in January 2019, this program provides confidential counseling, wellness resources, and coaching services to firefighters and EMS workers across Oregon, significantly reducing health risks and enhancing the well-being of emergency responders. During the 2020 wildfire season, the EAP was particularly crucial, offering thousands of counseling sessions to emergency personnel and their families.
In recognition of his outstanding contributions, Frank has been honored with the prestigious Award for Excellence in Leadership by the Association of Governmental Risk Pools (AGRiP). This award highlights his substantial impact on the public sector, his role in advancing risk pooling practices, and his dedication to mentoring emerging leaders in the field. His leadership has not only benefitted SDIS members but has also extended to cities and fire districts across Oregon, showcasing his commitment to the broader community.
Frank's expertise in association leadership, coupled with his visionary approach to risk management, make him an invaluable addition to the National Special Districts Coalition. His dedication to fostering strong, effective, and supportive environments for special districts nationwide will continue to drive positive change and innovation in the sector.
